I have a Dropbox account on this computer. I would like to be able to access my public folders on my ipAD. hOW DO i DO THIS?

I'm going to guess that you would log into your Dropbox account via the iPad the same way you log into it via the computer. Drop box accounts are accessible on the internet, they are not kept in the person's computer.
