Now back to your question. Internet Explorer is a search engine. When you open your computer, you would click on the IE icon to access the internet. The tool bar as you call it, is the part of the browser that gives you options of what you want the browser to do. Can you explain to me what exactly you mean when you say you want the tool bar back. Are there things missing on your browser bar?
