    Is there a form to fill if you are a noncustodial parent but pay more than half the cost to care for your child in order to get some of the benefits the custodial parent who always uses the child to file for her taxes?

    I think you need to modify the child support/custody agreement to allow for alternate years for claiming the child(ren).  It bothers me, too, that some parents grab the allowances and benefits every year.  Talk to your divorce attorney; (s)he should have worked toward that end during the proceedings.
