Is very important for a child to learn how to obey rules, laws, build character, self confidence and a sense of good morals.

You're absolutely right and that is one of the things I worry about in todays society, the decline in family unity and coherence.
It's tough in these days where both parents have to work. The kids spend more time with the people at daycare or school and after school activities more than they do their own parents.
