we need to move our water pump out of the outside cistern to the inside wall of the basement. e

The cistern was okay but the drain is plugged solid and because it is down under 12 ft of soil , we thought it would be better to get it out.but there seems to be a question of position and installing a deep well pump seems like an even bigger pain.  We've been using a sump to keep it dry but the sump fails to sump on occasion and then our pump is under water and it's not designed to be there.

Call in a professional. We are a general question and answer forum. This is more than we can handle I think. You might be lucky and have someone who knows about this stop by but I kind of doubt it.
