With an SD card (included with the system), you are able to save pictures and upload them to a computer by removing the SD Card from it's slot (after powering down your 3DS of course) and inserting it into your computer's SD card slot.
You can also upload files to online photo websites through the 3DS internet browser, allowing for an easy download from your account on said website (Photobucket, Imgshare).
An even better solution is Dropbox, whose "basic upload" option is compatible with the 3DS browser, and will allow you to not only upload your photo to your Dropbox account, but also save it to the installed Dropbox folder on your computer. http://wiki.answers.com/Q/Can_the_Nintendo_3DS_transfer_pictures_to_a_computer
