Handle incorrectly installed. Handle has 2 moving parts: lever inside cap, when reinstalling handle back of lever inside cap hooks to back of cartridge ( a little tough ). This is if you changed the cartridge, now hard to operate. If no repair was performed need to install new cartridge. 2 types brass or plastic either is ok.
