I don't know what you mean by social meter but as far as I can tell by watching other players who tip the dealer, it does not help.

When you use your mobile phone to play and send gifts it has a social meter that increases but i cant see what the point of it is. as for tipping i dont think it has any bearing on your hand but dont seem to be able to find anything on the net to support or deny it.
Oh, sorry. I just have your basic standard cellphone to make phone calls if I need to while away from home. I do not know how these games play through phones.
