    what is meant poor sanitation

    It means that basic sanitary conditions are not being met.  If this is of personal hygiene, not only would one be offensive to others,but they may be unhealthy.  If it is of the living premises, they could get to the stage of being condemned for human habitation.  It could become a public health hazard, as infestation of rodents or insects which carry disease, would effect others living nearby.  So, if you have been put on notice of a poor sanitation condition, you had better clean up quickly.  If children are living in such conditions, they may be taken away for their own good, and placed under state care!

    Not to clean up the filth of someone else, I hope... I will consult, babysit, and most fix it types of jobs. But not cleaning up after someone who is too lazy and lives in filth, thanks.
