      Nothing. They just get in the way and create all kinds of red tape. La is still waiting for help after Katrina. They are a useless and wasteful organization with an idiot in charge.

          Pretty much. Just ask La and NY. They have had to rely on the generosity of people to help them as FEMA is still trying to decide what to do, where to spend the money and how to find reasons why they should not help a victim.
