Where is space located ? Is someone trying to sell you some insulation that told you this? I cant see why insulation creates moisture. There is a radio show called money pit on weekends. Look up on internet about the show and call them. Take their advice too.

oh definitely you should, you will have heat loss....thats why your usage went up...have you considered having foam insulation sprayed into your crawl space....i have family that does this for a business...maybe you could look into that option?

Last yeear we had insulation removed from our crawl space.  Since then our electrical usage has gone up considerably.  Should we consider reinsulating the crawl space.  We were told that insulation creates moisture and SCE&G recommends not having insulation in a crawl space.  Thank you.
