      Without the description it would be difficult to answer this, are you talking about a lawn mower, airplane, car, chain saw, etc.. I suggest you google your device by name and how  to replace the fuel filter for this device.

        No because I have no idea what kind of vehicle you have. Most cars have one filter in the tank and you may need to drop the tank to get to it and another filter on the rail, somewhere under the drives door area.
