The only way you can go on Instagram on you PC is by using a website online -- statigr.am
BUT! You can only Follow people, Message people, Like, and Comment on pictures. You can't upload pictures without the Instagram app.
There is an app for Android (in case you're an Android user) that is exactly the same as Instagram. It is called 'MyTubo'. Everything about it is the same as IG. Just, different users.
