One of the causes of high number of WBCs is anemia, so, since these to conditions appear together in the case you of the 4 years old kid, they might be correlated. If so, and the high number of WBCs is indeed a result of anemia, the cause for anemia can be many different things. Either way, the cause for this condition and the proper treatment should be determined by a doctor. If you don't trust the diagnosing doctor, you can get a second opinion.
