They went digital b/c they don't want the public listening to their calls. In my area, it's illegal, but my neighbor found a dig scanner somewhere for about  $ 500.  So, he can still listen to police and fire calls.

Most Public Safety (Police and Fire services) are now using digital "Trunked" channels. Radio shack sells "Trunking" scanners for $250.00 and up. Without the trunked scanner you will only hear partial transmissions.

Second choice - Go to Radioreference.com and select your state / county.

You may monitor these frequencies as a hobbyist however in some states it is illegal to have / posess a "scanner" while operating a motor vehicle.
