In Canada there are emergency social services...however this landlord is responsible for the upkeep on the dwelling...so a written registered letter expressing all concerns must be delivered to said landlord asap...following which the landlord has a short period of time to make it right...inclusive of putting the family up in a motel while work is being done...go immediately to landlord-tenant relations and report this and get direction!! This is an unacceptable living situation and the landlord is responsible. Peace and good luck.
