    heater hose diagram 2001 ford 250 truck

    2001 ford 250 no heat, both heater hoses not getting warm when engine is hot. Only the upper radiator hose is hot .Both thermostat and water pump has been changed .What  else could be wrong ? Thanks for any assistance !
