I can not find where it originated. The only thing I can find on the internet is what it means.
If God (or Fate, or Providence, or whatever you believe in) intends you to have something, you will get it. In other words "relax, don't scrabble about desperately trying to make things happen; if they are meant to happen they will, and if they aren't they won't".
