on kenmore dishwasher model 665-1570991 plastic clips on the ends of the upper rails prevent removal of the upper basket but i'm not able to remove these clips so i can remove the upper basket. How can these upper clips be removed so that i can remove the end piece of plastic at the end of the rails?

Are you sure that they must be removed, usually you can lift up on the basket and it will release, on most models. However, if the clips must be removed, take a small flat screwdriver and try gently prying the clip open, to enable it to pop off. Good luck, be careful, these plastic parts may be brittle.
