If you are looking to translate a whole page, then you need the Google Chrome. It has a page translator built right in > https://www.google.com/intl/en/chrome/browser/?hl=en&brand=CHFX&utm_campaign=en&utm_source=en-oa-na-us-bk-bng&utm_medium=oa

Just click the download button to install it. Reboot your computer and open the internet by using your new Google chrome short cut.

Or if you want to do your own translating, then you can use this http://translate.google.com

No idea about the original question but

    go to http://translate.google.com/    then

just drag the URL (address) onto your tool bar.
