Go to the husband, if he is also aware of the situation, they can deal with it together.

So long as your friend and her husband are still in love and wish to remain together she should have a mature conversation with her Husband ( who should understant his wife's prodicamenet ). After which they should tell the sister that she is wasteing her time and emotions, and to get her own man. The sister could even offer to go out to places with sister so she can socialise with other and meet as many people as she can, thereby posably deflecting her emotions onto someone else. It must be remembered that the prosumably single sister has feelings to hand may be shatters by the conversation which MUST be had.

Try to explain to her how her sister's life isn't her's. And calm down and try to endure they're relationship.
