How long did it sit, and was there gas in the tank then? If so, you need to drain the tank, and look to see if the gas lines and primer bulb are intact, as the ethanol degrades them such that they melt away. That is the way I lean toward diagnosis of your problem. If lines seem o.k., properly mix your gas with oil, and try with fresh gas. If it still doesn't work, check the carburetor, as it may have debris, or clumps of sludge from gas residue in it. Watch out for the position of all linkages and gas lines as they are tricky and must be routed properly. Good luck.
