Raise them above the level of your heart, put on support hose and see your doctor. No telling what is causing this.....

After sitting in a comfortable chair, elevate legs  on an opposite  chair or stool  - - -hopefully higher than the level of your heart. And wear elastic support hose. They make them for men as well as women.  Have you consulted your Dr.   about this ?  You must.

Cheak to see if your knicker elastic is not to tight,

Elevation of the lower limbs at every opportunity.  Consult g.p. if no improvement.
