If the brushead is removed,there is a safety switch which prevents the machine from operating if the brushead is removed or not installed correctly.Either this switch or the main power switch could be the culprit,as well as the cord.

Most have a reset button, try that, or it could be an internal fuse. Do you have a manual? Look for a fuse, or fusible link.
