Well, I can't answer this and I really wouldn't feel right in answering it. Any doctor who just gives out pain meds like candy, should not be a doctor in my opinion. You sister just needs to go see a doctor for her pain. I can't imagine any doctor denying pain meds if someone is truly in pain.
