How do you remove a fake pop-up message that prevents me from using my computer?

If it matters, it's allegedly from the FBI and tells me it has blocked access to my computer and I must pay $200 within 2 days to get it unblocked.  I have no intention of doing that, but it keeps popping up as soon as I turn my PC on.  I can't even go to my utilities.  Thanks!

If you can, download 'Hirens Boot Disk' and start your computer using this you can then remove any virus , it avoids hefty bills from professionals who use the same or similar method. Or the other option is to reload your OS

This is a really bad virus, take your PC to a professional who can get rid of it for you, I didn't and  I had to replace my hard drive,(very expensive)
