Kindle support says, if after pushing the reset button doesn't work, a couple of things they say is important: 1. It is preferable to have the Kindle plugged into a power source when you press the reset button, especially if the battery is low, 2. Turn OFF the wireless switch before pressing the reset button.
In addition, be certain that whatever you are using to press the reset button is actually thin enough to get deeply enough into the reset hole. Unfortunately, depending on where you are when you encounter the problem, this one may be difficult. The hole's circumference is VERY narrow. Try a pin or a paper clip.
