    If my neighbor refuses to cut back overhanging branches do I have any legal redress?

    Branches are dangerous but too high for me to cut back..I live in Brecon Beacons national Park

    Here in the UK you can cut your neighbours branches back to the boundry without asking, although I would be enclined o speak to them first.

    Branches too high and it would require a professional to carry out the work

    Yes best get a professional in if they are too high, but the law is still the same. You need to check the law where you live though if you are not in the UK.

    Same laws here in California as sunnyB.

    In the USA, most towns allow you to trim back trees that over hang your property. Check your town's zoning laws. 

    Yes normally - but it varies depending on where you live (which you did not state.)
