    IS "withdrawn as unworthy " a legal term?

    I was going to accuse a person of misconduct and then withdrew the complaint..the accused barister then commented that the complaint had been withdrawn as unworthy..whereas the complaint was never made.

    Sounds like a Masonic Lodge term.  They've got all their worthy matrons, and worshipful masters.
