If it's an HP, here's some instructions.
First, power on the unit but do not connect the USB cable immediately. Start a fresh install and let the software tell you when to re-connect the USB cable and not before. Left it finish setup, reboot computer, and windows will find the new hardware.
Go in START menu and look in the HP folder and select HP Solution Center. That will activate the scanner automatically. That's it.
