if the constutition requires all legislation to orginate in the house how did the senate get away with
orginating obamacare? also if the law requires a budget every how come we do not and have not had one in three years. if you are a democrat leader can you get away with not following the law? i do believe everyone else would be in jail.....

Because the supreme court passed it as a tax bill and not a healthcare. As long as some budget is followed, the president does not have to create and get passed a new one. We are still following Bush's budget plan. I guess so Obama can keep saying it's Bush's fault. The republicans do their own thing to skirt the law too. There's really no difference between the two when they want to get their way.
