1. You can't. As of Aug 27th CIC no longer sends out certified copies of documents: http://www.cic.gc.ca/english/resources/manuals/bulletins/2012/ob465.asp
2. You will only get " issue a plain paper, uncertified VOS document that will confirm pertinent historical information retrieved from the original documents, such as date of entry and status at document issuance."
