    How should a wave runner be winterized if it is stored outside in freezing weather

    You can take it to a marine dealer, or marine mechanic, and they will professionally winterize it and wrap it in sealed plastic.  It would be wise, as you may do the same, but for the first time at least do it with the pro.  Not only must they change oil and plug, but they will flush and clean the water jets, and then blow them free of all water (a must, or it will freeze and crack).  The plastic wrap is good as it will keep the mice from getting in and chewing your wires and making nests in the engine.  Might cost you $200 but well worth it.  Next year, you may do yourself, you can buy the heavy boat wrap plastic and a heat gun, and do the job to save money.  Good luck, and get the oil change and plug now, and it will be ready for spring use.
