      Not all cannabis is grown for pharmaceutical / intoxicant reasons. It is also grown for its fibre which is used in building and for reinforcing plastics. I think the medical  benefits of cannabis have yet to be established and the downside is that behaviour modification of users outweighs possible benefits. It is almost certain however that the ill effects are nowhere near as bad as misuse of alcohol.
