You can not change just the low beam bulb, unless you have individual high and low beam lamps

If you do, then simply reach behind the lamp housing and turn the bulb holder, one quarter turn counter-clockwise, to expose the bulb

If not then you do the same to the single lamp and replace the high/low single bulb.
