      You need to be very careful, defimation ect can come into consideration here, if you are really concerned about this person start with reporting them to the police or mental health in your area. But writing something it can be used as evidence, when you are talking to your neighbours use words that will not put you into a legal rutt or making yourself vulnerable to be sued..
