      It depends on where you live (country/city), do you have a job, does your spouse have a job, is there a reason that you are not working, do you have other children, etc.  People are not automatically entitled to receive help and need to apply for it and meet the criteria.  Call your local social assistance (or government representative's office) and they will direct you.
