    i see kids walking the streets till late at night drinking / smoking/ swearing .the parents stop in the home drinking and smoking drugs .would you say that it was some kind of neglect .?

      According to what you describe, yes, it does seems that these kids are neglected. I don't think that 13 years old kids should smoke and drink alcohol.
