 Pllanting roses' best time:
- "Container roses" - these are roses that allready have many leaves and may also be blooming, and, therefore, early spring is the best time to plant tehm.
- "Bare root roses" - late winter is the preferred time for planting. 

Planting depends on where you are planting them.  There are different seasons, last frost dates, first frost dates, etc.  So this information comes into the answer if we are to give the best answer for you, furnish that please.

I always planted my container roses  about an hour after breakfast when you are full of the joys of spring.
