Probably the best thing you could, is see if you can find a parts catalog online for the make and model of your mower. Toro is a good brand name that has been in the business for alot of years, so I'm thinking they probably wouldn't design a mower to where the cuttings were clogging the drive belt. Something could be missing, in that either it vibrated off, or whoever assembled it might not have put it on. Sometimes people don't realize the importance of little things like that.
