My Google toolbar has disappeared how do I get it back?

I've made many attempts to find answer...in Microsoft, IE, Windows, etc. but am either not searching specifically enough or the question hasn't come up.  I've already tried through tools, manage add-ons, Norton and anything else I can think of.  Sure it's something simple but can someone help?  Norton says my Google toolbar is "enabled"

Thanks for your suggestions. I really appreciate it; however, I have clicked on the icon in the upper right of my screen that looks like a bolt (to me looks like a flower for lack of better terminology)and chosen "manage add-ons"; I have gone to tools on my menu bar and chosen "manage add-ons", through Norton and through the control panel (think that's all). At each location the pop-up box only shows the items I can select from and the "Google" toolbar is already checked. When I click the "more" button next to the search box it doesn't show Google, and please forgive my ignorance, but where is the Options dialog box in the More menu? Thanks again for your suggestions. Keep 'em coming (LOL).

On Internet Explorer click on 'tools' and
    click 'toolbars' and make a
    checkmark on 'google'.

Did that and it is already checked showing "enabled". I've also restarted my computer to no avail.

    have you tried reinstalling it?

you can easily add your favorite features back to the Toolbar. Click More next to the search box and select the tool that you want to add. It’ll automatically appear back on the Toolbar. If you don’t see the feature in the More menu, make sure it’s enabled in the Options dialog.
