It can only re-install itself if you allow it.
Go to your start menu > Control panel > add/uninstall programs > locate the toolbar, if it's Bing, it hides under the name conduit or conduit engine > uninstall
I believe the tool bar is Bing.

I didnt find a toolbar but I have a Portuguese computer and I deleted the file: Barra do Bing. It didnt help though...
I can't help you then. All tool bar programs are found in programs. Unless maybe it's an add on, an extension on your toolbar. Check there.
