I'm having trouble understanding you. You need to make this clearer. I do not know who committed what crime and if the crime was committed against you or if you are the one who committed the crime.  At this point, the only thing I can advise is that you speak to a lawyer or the police dept to find out why the second person was not charged.

"Sad" that the frauded institution is not demanding restitution?
What is it you want?  Sometimes you get away with it and sometimes you don't.  Everybody gets caught sooner or later. Worry about yourself.

A friend of mine has a daughter who is serving a 20 year prison term for one robbery. Her boyfriend is serving 30 years for six robberies. For each robbery HE was convicted of, SHE was also given prison time. I don't have a clue why you are being given the bigger burden, unless he ratted you out for a free pass.
The bottom line is this: If you cashed ONE, you might as well have cashed them all. It's harsh, but I've learned that you can't be "a little bit guilty" just like you can't be "a little bit pregnant".
Tell that public defender he is charged with the task of giving you the best legal service possible and if doesn't, you'll have his license taken away.
