      Yes and they have been for a long time. With today's technology, the predictions are twice as accurate as before. http://www.universetoday.com/51585/solar-flares-can-now-be-predicted-more-accurately/

        Good question... I dunno.  I know it takes aprox 1 hour to experience the effects of a solar flare here on earth --so since light travels 186K MPS, we would see it long before the effects reach us.  I guess you could call that a prediction.
