Disobey? Is that the word you are trying to use or do you mean discipline? I parent can not disobey their child as the child does not make the rules in the family. 

A parent CAN discipline their child because that is the job of the parent. Even adults can be disciplined. It's called jail. We all have our rules to follow and consequences for breaking the rules. 

Sure. Parents rule.....

"You can eat all the candy and cake you want. You can sit and watch TV all day. You do not have to bathe or brush your teeth. You do not have to wear a clean shirt - catsup stains are fine with me. You can steal those magazines from the pharmacy, just don't get caught!  You got caught being a bully. Shame on your school. Bullies rule!  Try to get the answers to the test from a friend. Studying is a bore -especially spelling."   That would be a terrible parent. Kids want rules. Kids want to learn how to live a good & healthy life. What do YOU think?
