From a woman who posted to this same question on another forum:
"Yes brother we're are allowed to wear make-up however, according to Islam, we are to be in hijab in the front of non-mahram men.... so when we get home form work we can shower and dress and do our hairs and our make-up for our husbands, but if we are to leave the home we will wash our faces and remove our make-up and cover properly first.
Hijab is not just wearing a scarf on our heads... it is also dressing modestly where our bodies are not apperent and only our hands and face are allowed to show, it is also not doing anything to make yourself look attractive to any non-mahram man, such as make-up."
