I hope that I have been able to meet her, is the right sentence? I'm really not sure how to use hope and wish

A hope and a wish are interchangeable in most cases. You hope that you are able to meet her....that is the correct usage of words. To say that you hope to "have been" able does not make sense as this is a past tense idea and your sentence holds a future event...that of hoping or wishing to meet someone..in this case "her".
