    system administrator windows policy prevents the deletion of a program

    I am the administrator of this desktop computer yet I cannot delete a downloaded program

    You need to delete them from within Internet Explorer by going Tools->Internet Options->Programs->Manage Addons, select "Downloaded ActiveX Controls" from the drop-down menu, then select the one you want and click the Delete button.
