It often means that your background is checked for arrests/convictions, delinquent payments, educational information, checking references, questioning neighbors, medical history (especially when applying for law-enforcement positions), and if working for a government agency, checking on your allegiance to your country. People trip up all the time; in this age of computerization they think that they can get away with omissions and lies. There can also be civil and criminal penalties for statements and information that you furnish as being truthful and they're discovered to be lies.
