Depends on the policy of the particular bank, ask the folks at yours, WBMS
I know that the on line banks, such as Ally Bank and Metlife do not have any charges.
Both of the Local Banks I use do charge a fee for all transfers.
If i want to avoid the fees to transfer funds between the local banks, I transfer from Ally from one, then transfer to the other from Ally at no charge
